UK customs clearance after Brexit

Great Britain is outside the EU customs territory, so goods moving between the Netherlands and England, Scotland or Wales require export and import customs procedures. A shipment normally needs accurate commercial data before it reaches the terminal, ferry port, airport or border facility. Documents for Netherlands–UK freight

A typical commercial shipment starts with:

Importing goods into the United Kingdom

UK import clearance uses the importer’s details, commodity classification, customs value and origin to determine duties, import VAT, restrictions and the applicable customs procedure. The importer of record and its representative must be agreed before dispatch. For controlled products, food, plants, animals, excise goods or goods subject to trade remedies, additional registrations or certificates may apply.

Exporting from the Netherlands to the UK

EX-A, EUR.1, A.TR and T1 for UK trade

These documents serve different purposes. An EX-A document relates to the EU export declaration for Union goods leaving the EU. A T1 transit document can move non-Union goods under customs supervision before final clearance. For preferential EU–UK trade, the official proof is generally a statement on origin or the importer’s knowledge under the Trade and Cooperation Agreement rather than a EUR.1 certificate. An A.TR certificate concerns qualifying goods in free circulation under the EU–Türkiye customs union and is not the normal document for direct Netherlands–UK trade. Which EORI numbers are needed for UK–EU trade?

The required EORI details depend on the parties and declarations. EU customs procedures generally use an EU EORI, while movements involving Great Britain may require a GB EORI for the relevant UK party.

Can you coordinate road freight and customs clearance together?

Can a T1 transit document be used for UK freight?

A T1/Common Transit movement may be appropriate for non-Union goods moving under customs control. Suitability depends on the route, status of the goods, guarantee and customs offices involved.

Usually a commercial invoice, packing list, EORI details, commodity codes, origin, destination, Incoterms, transport booking data and any licences or certificates relevant to the goods.

Does an EUR.1 certificate replace the UK export declaration?

No. An export declaration and proof of preferential origin serve different purposes. EU–UK preference is generally claimed using a statement on origin or importer’s knowledge when the agreement’s conditions are met.

Is an A.TR certificate used for direct Netherlands–UK trade?

Normally not. A.TR relates to qualifying goods in free circulation under the EU–Türkiye customs union and does not replace an EU export declaration or EU–UK origin evidence.
